The Flock debate

The Flock debate is bigger than cameras. It is really about technology, power, human nature, and the safeguards a free society places around government authority.

I see the value of Flock. License plate readers, fixed cameras, 911/CAD integration, and increasingly autonomous Drone as First Responder systems can help law enforcement find missing children, locate violent offenders, improve situational awareness, and respond more effectively with limited personnel.

But the same architecture can become something much more consequential when AI is added.

A camera sees a vehicle.

An ALPR identifies it.

Historical data shows where it has traveled.

AI correlates it with other vehicles, locations, incidents, and people.

A drone can potentially be dispatched toward where the system predicts it will go next.

Event → detection → correlation → trajectory → prediction → sensor tasking → interception.

That is no longer simply a camera system. It begins to resemble an integrated intelligence architecture.

This is where the comparison to Person of Interest becomes interesting. The fictional breakthrough in that series was not cameras. It was fusion: thousands of ordinary data sources became extraordinarily powerful because one system could continuously connect identity, location, associations, behavior, history, and prediction.

The good is considerable.

The bad is that the same infrastructure capable of tracking a fleeing armed robber can also reconstruct the ordinary movements and associations of people who have committed no crime.

And the ugly begins when the system changes from:

“An armed robbery occurred. Find the vehicle.”

to:

“Watch this person because the system considers his behavior unusual.”

and ultimately to:

“Continuously evaluate everyone and determine algorithmically who deserves attention.”

That is where machine-assisted surveillance begins becoming machine-directed surveillance.

This also exposes an older truth that has nothing to do with artificial intelligence.

Government power should never depend on assuming that the people exercising it will always use it wisely.

That was one of the central insights behind the American constitutional structure. James Madison expressed it plainly in Federalist No. 51: “If men were angels, no government would be necessary.”

The Founders did not design checks and balances because they believed every public servant was corrupt. They designed them because they understood human nature. Good institutions must remain safe even when imperfect people occupy them.

That principle becomes more important as technology magnifies governmental capability.

A police officer following someone required manpower.

A surveillance team following fifty people required substantial resources.

A sufficiently integrated AI system could theoretically evaluate the movements of thousands or millions of people simultaneously at marginal computational cost.

That changes the scale of the constitutional problem.

The correct response is therefore neither “ban the technology” nor “trust the government.”

It is governance engineered with the same seriousness as the technology itself.

Who may initiate a search?

What constitutes legitimate investigative justification?

How long is movement history retained?

Who can access it?

Which agencies can share it?

Can an HOA, private organization, contractor, or employee query the system?

Can AI designate a person or vehicle as interesting?

Can an algorithm initiate drone surveillance?

Does a human have to authorize escalation?

Are every query, correlation, disclosure, and flight permanently logged and independently auditable?

What happens when someone abuses the system?

Those are not anti-police questions. They are constitutional engineering questions.

The same logic we use when designing critical infrastructure applies here: never rely solely on the operator behaving perfectly. Build boundaries, permissions, logging, independent review, fail-safe mechanisms, and accountability into the architecture itself.

That is the larger lesson of 130,000-plus networked cameras.

The technology may be useful.

The people operating it may overwhelmingly be honorable.

Neither fact eliminates the need for checks and balances.

The challenge of 2026 is that Madison’s problem remains exactly the same while the tools available to government have become unimaginably more powerful.

The question is no longer simply whether we want cameras helping solve crimes.

It is how much observational and predictive power a free society is willing to concentrate in one system—and what safeguards must exist before we do.
